## Important distinction
Published intelligence is review-gated and stored in the live intelligence database. Horizon separates future-facing assessments from current-state evidence. Original research is dated and method-bounded; reuse should preserve the baseline date and evidence-state language. Research baselines are versioned and material later evidence is recorded as dated change rather than silently rewriting history. Authored foundation content is clearly labelled separately and should not be treated as a published Horizon judgement.
