What does the SuccessFactors Base AI shift change for Learning?
SAP's move from Premium AI towards Base AI changes the commercial context for several embedded SuccessFactors capabilities. It does not remove the distinction between having an entitlement and having a feature ready to use.

What SAP's packaging statement covers
The SAP Learning material says that most available embedded SuccessFactors AI use cases are being transitioned from Premium AI to Base AI during Q3 2026. Its Learning examples include skill inference associated with content, automatic course tagging and learning recommendations.
Those examples perform different tasks. Tagging associates content with skills or metadata. Recommendations use information to surface learning opportunities. The packaging direction brings them into a different commercial category, rather than making each capability an identical technical implementation.
Inclusion and enablement remain separate
Commercial inclusion answers whether a capability belongs within a package or entitlement. Technical enablement concerns the services, supported environment, permissions and data on which that capability depends. Availability is a third question: whether the relevant function is released for the intended use.
The word most also limits the statement. It does not say that every AI function, every agent or every customer contract has the same treatment. A change to embedded-AI packaging should not be used as proof of an unrelated roadmap feature's availability.
What changes for the Learning conversation
The useful explanation is consequently capability-specific. For a named Learning use case, the reader needs to understand the task, the current packaging statement and the technical context before considering adoption.
The source supports a change in commercial direction during Q3 2026. It does not determine every customer's contractual position, geography or tenant prerequisites. The assessment below keeps those boundaries intact while explaining why earlier assumptions about Premium AI should be checked again.

LT Horizon DECISION BRIEF
Answer
SAP Learning says most available embedded SuccessFactors AI use cases are moving from Premium AI to Base AI during Q3 2026. Learning examples include skill inference, course auto-tagging and recommendations. Check entitlement and technical prerequisites for each feature you want to use.
Who should care
Learning product owners, SAP SuccessFactors consultants, solution architects, procurement teams and customers scoping Learning AI or Joule-enabled experiences.
Recommended action
INVESTIGATE — replace the question “Have you bought Premium AI?” with “Which Learning AI capability are you considering, what is its current entitlement, and is the tenant technically ready for it?”

What changed
SAP has made the commercial direction clearer: most available embedded SuccessFactors AI use cases are moving from Premium AI to Base AI during Q3 2026.
Why it matters
The packaging change may affect which features a customer can use. Check entitlement, availability and technical prerequisites separately before including or excluding a feature from your plans.
Implementation implications
Prerequisites
Identify the exact AI use case, current entitlement, supported data centre and tenant version, prerequisite SuccessFactors services, permissions and any Joule or platform dependency relevant to the capability.
Architecture implications
Base AI inclusion still requires the relevant services, permissions and data controls.
Risks
The phrase “most available embedded AI use cases” is not the same as every AI capability. Contract, geography, tenant and capability-specific requirements may differ.
Testing implications
Test each enabled capability with representative personas and content, confirm permission boundaries, and validate that recommendations or inferred skills can be traced back to governed source data.
